More than 90 countries now offer some form of consumer support for fuel costs, a sharp increase that reflects how deeply rising energy prices have reshaped government budgets worldwide.
The programs range from direct cash transfers to capped pump prices and tax breaks at the station. While they ease the immediate burden on households, they also put heavy pressure on public finances. Governments that hold prices below market levels often absorb the difference themselves, and that bill grows as global oil and gas markets stay volatile.
Analysts note that the wave of support marks a reversal from earlier pledges to phase out fossil fuel subsidies. The urgency of the current energy crunch has pushed many of those plans aside. Countries that once framed such subsidies as wasteful now defend them as essential relief for families facing higher heating and transport costs.
The strain is not evenly spread. Poorer nations spend a larger share of their budgets on these measures, leaving less room for health, education, and infrastructure. Some have turned to international lenders for help, while others have cut spending elsewhere.
Critics argue the support is poorly targeted, with wealthier households capturing much of the benefit since they consume more fuel. Supporters counter that speed matters in a crisis and that means-tested systems take time to build.
For now, the number of programs keeps climbing, and so does the cost.
