A new proposal before the Houston City Council seeks to eliminate existing limits on how candidates can repay personal loans made to their own campaigns. If passed, the change would apply to mayoral, citywide, and district council candidates, allowing them to recover funds without the current restrictions.
The measure, introduced by a group of council members, argues that the existing caps create an unfair burden on candidates who front their own money to run. Under current rules, candidates can only repay themselves from campaign funds up to a certain amount per election cycle. Supporters of the repeal say this discourages qualified individuals from seeking office, particularly those who lack access to large donor networks.
Opponents, however, warn the change could open the door to abuse. Critics argue that without limits, wealthy candidates could lend themselves massive sums and then use donor contributions to pay it back, effectively bypassing campaign finance safeguards. They also point out that the current rules were put in place to prevent candidates from treating campaign accounts as personal piggy banks.
The proposal now heads to committee for debate. A final vote by the full council is expected within the coming weeks. If approved, Houston would join a handful of major cities with no repayment caps, a move that is sure to stir further discussion on transparency and equity in local elections.
