Russia's finance minister, Anton Siluanov, turned up in person at the G20 finance leaders' meeting on Monday, marking his first physical appearance at the gathering since Moscow launched its full-scale invasion of Ukraine in 2022. His presence caught many delegates off guard, as Western officials had largely avoided direct engagement with Russian representatives at these forums over the past three years.
The meeting, hosted by the United States, was already expected to be tense, with discussions focused on global debt, inflation, and the economic fallout from ongoing conflicts. Siluanov's arrival added another layer of complexity, especially since the U.S. and its allies have pushed to isolate Russia economically through sanctions and asset freezes.
According to people familiar with the matter, Siluanov did not deliver a formal address but participated in some closed-door sessions. His attendance signals a possible shift in Russia's diplomatic approach, as Moscow seeks to reassert its presence in multilateral institutions despite widespread condemnation.
Western finance officials largely avoided direct interaction with Siluanov, though some emerging market representatives reportedly engaged with him informally. The last time a senior Russian finance official attended a G20 meeting in person was in early 2022, just before the invasion. Since then, Russia has participated only virtually, with officials often facing walkouts or protests from other members.
The unexpected appearance raises questions about how the G20 will handle Russia's role going forward, especially as some member nations push for a return to normal engagement, while others insist on maintaining pressure. No official statement was issued by the Russian delegation after the meeting.
